Last summer, groups of engineers perched beneath palm trees outside a Laguna Beach convention center, their badges swinging against windbreakers as they simultaneously discussed export controls and model weights. It was more akin to a low-key strategic summit than a tech conference. While everyone was discussing AI capabilities, the underlying theme was clear: who can be trusted to develop it?

Artificial intelligence is often framed as a competition for better models and faster processors. That’s a neat story, and it works well on TV. However, as one listens to panels and conversations in the hallway, it becomes increasingly apparent that computation is not the true constraint. It’s people, more especially the few who possess the exceptional technical skills, discretion, background checks, and mission-mindedness needed to work on national security-related systems.

Previously a bureaucratic afterthought, security clearance is now a strategic advantage. The same small pool of cleared engineers is being sought after by defense agencies, cloud providers, and cybersecurity companies, frequently in competition with venture-backed startups that provide remote flexibility and stock options. The calculations are harsh. Talent pipelines are still limited, vetting takes months or years, and threats change more quickly than hiring cycles.

This gap was acknowledged by China years ago. The lack of top-tier talent was openly acknowledged in its national AI development plan, which also initiated vigorous training initiatives and recruitment campaigns. Top-tier researchers are still more readily available in the US, but this advantage appears to be eroding as universities, immigration laws, and incentives from the private sector divert talent. It’s possible that whoever creates the most dependable teams will have the decisive edge in AI rather than the person who creates the best model.

Leaders within organizations are reconsidering the methods used to develop and acquire talent. The “build versus buy” argument seems out of date. In addition to acquiring small businesses for their specialized knowledge, companies are developing internal teams like mini-startups, granting them autonomy and ownership. It’s important to move quickly. Momentum is destroyed by fragmentation. An executive likened it to a restaurant that survives on slim margins, arguing that inefficiency is existential rather than wasteful.

However, retention appears to be more about purpose than remuneration. When they believe they are part of a mission that goes beyond quarterly goals, engineers who could earn twice as much elsewhere tend to stay. Cybersecurity leaders use civic language when describing their work, such as safeguarding infrastructure, hospitals, and financial systems, and this framing strikes a chord. It seems that in high-stakes technical teams, meaning—rather than money—is turning into the long-lasting glue.

In the meantime, hiring is changing due to artificial intelligence. Employers use AI to filter and rank resumes, while applicants use AI tools to create polished resumes. The outcome is an odd symmetry: prose that has been screened by machines. Hiring managers talk about learning less about candidates and becoming overwhelmed by the volume. In an increasingly keyword-optimized process, some are turning to skills-based video responses and live problem-solving exercises in an effort to find authenticity.

Younger candidates seem at ease with this change. A 90-second response seems more natural than a cover letter to a generation that was accustomed to speaking in front of cameras. The presence, judgment, and spontaneity that employers gain are more difficult to replicate. These attributes are just as important as technical skill in positions that call for trust and clearance.

Additionally, there is a recurring concern that engineers will be completely replaced by AI. It seems like an exaggerated prediction. AI speeds up detection and response, particularly in security settings, but humans still offer context and judgment. When action is necessary, analysts analyze geopolitical ramifications, interpret anomalies, and make decisions. Observing these teams in action reveals how frequently experience-shaped intuition, rather than unprocessed data, is used to make decisions.

Instead of being location-based, work itself is increasingly mission-based. Teams that respond to incidents must be mobile worldwide. Innovation hubs thrive on improvisation and closeness. Quiet flexibility is beneficial for deep analytical work. The workplace of the future resembles a network structured around impact rather than a headquarters.

It’s difficult to ignore the tension at the moment. Governments issue warnings about the increasing sophistication of digital threats. Businesses promise machine-speed defenses driven by AI. Behind the dashboards and briefings, however, human judgment, loyalty, and trust—qualities that software cannot scale—remain crucial to success.

The term “AI arms race” evokes visions of self-governing weaponry and highly intelligent systems. The truth is more subdued and human. It takes place in late-night incident response calls, university labs, secure facilities, and recruitment pipelines. The person authorized to respond to the threat may be more important than the algorithm that recognizes it.
